TEXT ON SCREEN: Marseilles, France: David Miliband joins EU ministers to discuss the emergency mission to DRC.

DAVID MILIBAND, FOREIGN SECRETARY: All leaders in the region need to know that it’s clear the world is watching, and not just the world’s TV crews but the world’s political leaders are determined to make sure there’s no repeat of the murderous activities of the 1990s. Obviously, we’ll also talk about the work of the 17,000-UN-strong force that’s there at the moment and the role of the EU in supporting that politically, diplomatically, and no one’s ruled out a military role. But I think that in the first instance it should report through New York and through the UN.

TEXT ON SCREEN: Goma: 12 UN vehicles are loaded with aid to cross into a rebel-controlled area in eastern Congo. It’s the first mission of its kind since the violence started in August.
