Governor Kristi Noem publicly issued a letter to the Cheyenne River and Oglala Sioux Tribes on May 8 ordering them to remove health checkpoints on roads crossing their reservations but did not directly deliver it to OST—“a sign of “disrespect,” according to OST President Julian Bear Runner.
